I don't know how much interaction you've had with the general public.  I've met an insignificant number of people, and a massively biased sample at that.  But even so, I can confirm your assertion that the vast majority is ill-equipped to significantly contribute.  I'm not sure why you'd say that it's a harm for the incompetent to be disenfranchised.  It's not that anyone is excluded from their human potential, it's that the human potential is highly variable and most are reaching theirs.

We are much closer to this ideal than the historical standard, but the sentence still feels mostly false to me.
