We'll be meeting at the Starbucks on Oxford St and then probably going somewhere to get food. This will be a small meetup.

What differentiates a small meetup from a regular meetup?

Half of the Berkeley meetups are designated as large meetups as a Schelling point for people who only want to go to half of them.
